总共有两个错误，最终的解决方案是：
gcc版本安装xcode-select通过选择正确的环境来修复编译器错误：
$ xcode-select-安装$ sudo xcode-select -switch /Applications/Xcode.app
Mac重新启动（重要）
链接现有的openssl以跳过OpenSSL（可能是不必要的）：
$ RUBY_CONFIGURE_OPTS=--with-openssl-dir=/usr/local/opt rbenv install 2.6.5
