您已经为Python 3安装了python-dev库。您的psycopg2安装使用的是python 2.7

确保你已经安装了python3-pip

sudo apt-get install python3-pip

然后：

pip3 install psycopg2

我在一个只安装了python2.7.6的ubuntu docker镜像上测试我的应用程序（就像在大多数大型组织中一样）

如果您使用的是python2.x（尽管您应该计划尽快转移到3.x），请检查以下依赖项：

sudo apt update
sudo apt-get install postgresql postgresql-contrib
sudo apt-get install libpq-dev # this is required as psycopg2 uses pg_config
sudo apt-get install python-dev
sudo apt-get install python-pip
