传递新参数时,Makefile无法编译

[我先运行make clean,然后运行make DEBUG=1,它会正确编译我的文件。如果我想添加另一个参数,我应该可以键入make DEBUG=1 SIMULATE=1,但它不会与新的C_FLAG重新编译。
