我今天面对这个问题。我的情况没有错，但只是一个愚蠢的错误。我在我的app目录（包含ng serve）之外运行我的命令angular cli和其他node_modules命令。所以，在使用cd m4moviesapp移动到该目录后，然后运行ng serve一切都按预期工作。

我想通了，我在git环境中工作，有人推送了一个npmrc文件，其设置只允许从我们的内部服务器下载，这就是为什么每次运行npm install时我都试图下载angular-cli时出错。
