WCF服务未在服务器以外的其他设备上运行

我有WCF服务，该服务可以在使用IP的服务器上正常运行，它在客户端（android studio）上运行，但是突然停止工作，我尝试了来自Internet的所有解决方案，但似乎无济于事，服务在服务器上仍然无法正常工作浏览器/邮递员。

还完全禁用了我的防火墙。当我从移动设备或其他PC ping服务时，会出现错误：无法访问该网站。Err_Address_Unreachable
