SELECT   DISTINCT user_id2 
FROM notification
WHERE post_id = '$post_id'

但是您不想通知当前发帖的人，所以...

SELECT   DISTINCT user_id2

AND user_id2 != '$user_id'

我建议将帖子和评论分成具有一对多关系的单独表
